Board Member Bios:

Howard Gonser

Howard was initially elected to the Northern Wasco County PUD Board in 1987.  Prior to retirement as an educator, Howard worked at School District #12 in The Dalles as a teacher and coach; at School District #9 in The Dalles as a drug counselor, teacher and coach; taught part time at the local Columbia Gorge Community College; and served as a consultant to many of the area’s School Districts.  Since being elected to the PUD Board of Directors, Howard has been very active in energy related professional groups.  Serving twice as the Oregon People’s Utility Districts Association (OPUDA) President.

Connie Karp

Connie was appointed to the Northern Wasco County PUD Board of Directors on December 20, 2016 to fill the unexpired term of Director Kenneth Leibham.  Connie has lived in The Dalles since 1983.  Before retiring Connie worked for Columbia River Bank for 17 years.  Connie has volunteered in many different areas of the community over the years.  Currently she volunteers with The Money Management Program (AAA) and is a member of P.E.O. a philanthropic organization that promotes education among women.

Dan Williams

Dan has represented Subdivision 2, since 2011. A graduate of The Dalles High School in 1960, Dan has lived in The Dalles since 1954. He has a long history of helping to make The Dalles a better place to live, serving on boards of various civic and nonprofit organizations, including Fort Dalles Rodeo Association, The Dalles Child Care Center, the Columbia Gorge Community College  Foundation, 20 years , the Columbia Gorge Discovery Center, 10 years, and The Dalles Civic Auditorium, 10 years. He also was a member of The Dalles City Budget Committee for 13 years, and a Jaycee in the 60’s. Upon graduation from Portland State College in 1964, Dan began working in a local CPA firm. He took a break from public accounting in 1968 and worked as the controller/assistant manager for The Dalles Cherry Growers and later as manager of a local retail business. Back in public accounting in 1976 he became a partner in 1977 and purchased the firm in 1979, retiring in 2005.  In 1997, Arlene Way became his partner and they operated as Williams & Way until 2004. In his spare time he enjoys working in his small cherry orchard, hunting, fishing, going to car shows with his 1949 Studebaker, off road rock crawling with his 1951 Willys Jeep and always learning more about the electric utility business.

Roger Howe

Roger was elected and sworn in on January 3, 2017 to represent Subdivision 1.  A lifelong resident of The Dalles, Oregon, graduating from The Dalles High School.  Roger is a Vietnam Veteran.  After graduating from Eastern Oregon University, Roger worked as a general insurance agent with Kargl, Elwood & Geiger, Inc. for 41 years.  Roger has been a member of the Wasco County Search and Rescue for 11 years and is an Emergency Medical Technician.

Clay Smith

Clay has represented Subdivision 3 since 2003.  Clay graduated from The Dalles High School.  He was a partner in Gorge Wind Electric in Mosier, Oregon and now works at the local Dodge dealership in The Dalles.  Clay is an Energy Northwest Participant Review Board Member and participates in many energy professional groups.
